Palm Beach County NPDES Program

Purpose: This web site has been authorized by the Palm Beach County MS4 NPDES (PBC NPDES) Steering Committee as a resource for all co-permittees within the county. It is intended that this site will provide the user with helpful information on understanding and complying with the requirements of the NPDES permit.

Total Maximum Daily Loads - TMDLs

The Florida Department of Environmental Protection’s Division of Water Resource Management is working on a comprehensive approach to protecting Florida water quality involving basin-wide assessments and the application of regulatory and non-regulatory strategies to reduce pollution. The Total Maximum Daily Load (TMDL) program is the heart of this comprehensive approach. (From the FDEP website.)

At this time, the PBC MS4 NPDES permit includes no explicit requirement having to do with TMDLs. However, in the future, it is anticipated that the stormwater management programs required in the MS4 NPDES permit will include some reference to meeting established TMDL goals for stormwater discharges to those receiving waters designated as impaired waters of the state. For this reason, the following links may be helpful in understanding FDEP’s TMDL program:
